Since late 2010 the Afghan government, supported by its international partners, has tried to reintegrate insurgents under the Afghanistan Peace and Reintegration Program. The Afghan government envisaged reintegration accompanied by talks with insurgent leaders. But the International Security Assistance Force (ISAF) saw it as part of a military strategy that would force the leadership of the insurgency to the table.
