This 2004 report examines the ability of the United States to communicate with and influence global audiences. The report investigates the effects of recent changes in the strategic communication environment; the strategic communication means required to better enable the US to communicate its message; and public diplomacy and open military information operations. The report concludes that only effective strategic communication can prevent a crisis from developing and help diffuse a crisis after it has developed. The report emphasizes that US strategic communication must be transformed to pave the way for an eventual US victory in the global battle of ideas.
