Although the Cold War is over, the variety of nuclear-related security threats has grown. "Science diplomacy," with its technical options and measures, is needed now more than ever to address the following challenges: nuclear energy and nonproliferation, nuclear arms reductions, countering nuclear terrorism, nuclear treaty verification, cooperation on ballistic missile defense and the Comprehensive Nuclear Test Ban Treaty, etc. Differing perspectives on the appropriate steps needed to address these areas, however, require updated forms of science diplomacy from Russia, the United States and their allies, or so this Special Report argues.
