This report by the United States Institute of Peace examines numerous political reform initiatives emanating from the Arab world. These initiatives were enacted after the 9/11 terrorist attacks. Subsequent terrorist operations shattered the conventional wisdom that the region's stability - anchored by its authoritarian governments - would come at little cost to US interests. Specifically, the report reviews initiatives at the non-governmental, national and multilateral levels and assesses their potential for promoting change in the region. The author concludes by providing recommendations on how the US government should respond to the Arab world's reform proposals.
