This report looks at health development in fragile and conflict-affected states including whether and how it can advance state legitimacy or security. It reflects on the discussions held during a June 2011 conference that brought together policymakers, organizations engaged in health development, ministries of health, human rights experts, academic researchers, and advocates to consider the many questions surrounding this topic and recommend a way forward.
