This article examines environmental risk management practices in China and the implications of these for Sino-Japanese relations. The article illustrates a pattern of cooperation in addressing air pollution, but greater competition over energy. It examines the causes of cooperation on environmental issues and the roots of competition with regard to the energy sector.
