This paper develops a novel way to assess the nuclear capabilities and intentions of the North Korean regime. Using a theory-driven, comparative foreign policy approach, the paper challenges two common assumptions about the Korean nuclear threat: first, that the regime's nuclear intentions are a rational response to the external environment; and second, that it has already developed the technical capacity to go nuclear at will.
