This paper argues that a rethinking of the Euro-Mediterranean relations is necessary due to the rapid transformations in various Arab countries. The results of social uprisings vary from one country to another, but a transition to a new relationship between state and society with new forms of governance is underway across the southern and eastern Mediterranean. According to the authors, a 'mental revolution' on the European side is required so that the European Union states can truly understand and react to this wave of changes.
