With US military forces departing Iraq, the State Department and other civilian agencies are being asked to assume a scale of operational and programmatic responsibilities far beyond any other embassy in recent memory. The authors discuss the US diplomatic mission after the troop withdrawal and sketch two scenarios regarding US-Iraq security relations.
