This brief argues that the success of political missions and preventive deployments depends in large part on the (rare) consent of the host government, manifestly failing to protect its population from a threat posed by non-state actors inside its territory. This means that the utility of missions is limited when it is the host regime responsible for the atrocities in the target area.
