This work captures the EU’s external capability at a specific point in time following a decade of significant improvement in the EU's instruments and procedures. The collection of essays aims to propose an ‘outside-in’ holistic analysis, within which the EU is conceived as an international actor, who could assist in achieving new results. It is an attempt to seize and analyze cases in which the EU emerges as a convincing international actor, in order to understand in which context member states choose a European framework, rather than acting unilaterally.
