The European Commission's annual report on Turkey's progress towards EU membership showed that some advances had been made. Yet, it continued to raise concerns about freedom of expression, the independence of the judiciary and the military's interference in political life, among other issues. The authors argue that the 2009 report is less critical than the one in 2008, but still shows many shortcomings and a pressing need to quicken the pace of reform.
