This paper looks at mutual accountability efforts in Afghanistan over the past decade, focusing on the Bonn Agreement of December 2001, the Afghanistan Compact of early 2006, and budget support operations and the Incentive Program of the Afghanistan Reconstruction Trust Fund. It also discusses the prospects for implementing the Tokyo framework.
