This report explores the nature and effects of inter-cultural dialogue in times of crises. It analyzes three distinct crises where fundamental values have been at stake and where there has been considerable uncertainty on both sides about the intentions and actions of the other: the evolving Russo–Georgian conflict, the conflict between Western powers and Libya from the late 1990s onwards, and the conflict over Iran’s nuclear program over the past decade. In particular, it explores how communication among stakeholders evolved over time.
