According to this USIP Special Report, Egyptian security sector reform (SSR) hinges on achieving broader democratic reforms, particularly through the reconstitution of an elected parliament and the preparation of a new constitution. Egypt’s president, however, will also have to play a central role. He will have to forge a wide societal consensus on the boundaries of SSR, just as he will have to reach an accommodation with military leaders to ensure that SSR initiatives receive their full support.
