This commentary examines the extent to which the European External Action Service (EEAS) has become an effective foreign policy actor of the European Union (EU). The authors argue that the EEAS has difficulty in balancing European and member states' interests. Member states must have a stake in an EEAS that is prepared to take the lead on European foreign policy. The authors conclude by arguing that the EEAS should be at the center of an EU system of diplomacy which joins together European and national interests.
