This briefing paper was prepared for the US House Committee on Armed Services. The Government Accountability Office (GAO) reviews how the US Department of Defense (DOD) devises risk mitigation strategies when planning security force assistance operations. Based on original interview material and a review of government documents, the GAO paper outlines how the DOD creates security assistance programs in consultation with the Department of State.
