This commentary argues that public sovereignty is often seen as the fundamental idea of democracy. Free and fair elections, the freedom of assembly, association, the press as well as the protection of fundamental rights are institutional principles that characterize democratic systems today. The author argues that after the end of the Cold War, these principles seemed to become accepted as a canon of universal values of legitimate rule.
