This report provides an analysis of the underpinnings behind Lithuanian and Latvian relations with Belarus, a key economic partner for both countries. This economic interdependence has affected the stance that Riga and Vilnius take on Minsk at the EU forum, with existing economic bonds requiring them to cooperate with Belarus, while at the same time, as EU member states, they cannot officially deny the problem of human rights violations within the Belarusian regime. It is for this reason, writes the author, that Latvia and Lithuania are interested in maintaining the status quo in relations with Belarus, while on the other hand, the need to have access to their ports will prevent Belarus from excessively escalating tension in relations with these two countries.
