This working paper traces developments associated with founding a group of democracies to address temporary global challenges. It finds that a 'D10' composed of like-minded and capable democracies from around the world would provide both an efficient and necessary mechanism to pursue shared interests. Further, the author contends that such a body would provide a framework seeking to deepen strategic cooperation, allowing the U.S. and like-minded allies to organize and prepare for today's global challenges.
