This report highlights opportunities and tensions associated with providing support for democratization 'from below' in fragile states. The report contains, in addition to a discussion of general issues, a series of specific country studies in Libya, Pakistan, Yemen and Palestine. The report contains a number of recommendations on how Denmark - and the rest of the international community - can work with a wider approach to democratization in countries where state institutions are not perceived as effective and legitimate by large segments of the population.
