This report asks what European foreign policy should look like in the 21st century, especially with regard to the relationship between national and EU-level foreign policy. One area covered is how the European External Action Service (EEAS) and national diplomacies can coexist and divide responsibilities. The authors argue that the EEAS needs to be at the center of EU diplomacy, to shape it and create a new sense of unity. At the same time, the EEAS must interact well with national foreign services to maintain European diplomacy's legitimacy and effectiveness.
