This is a transcript of talk given by Keir Starmer QC, Director of Public Prosecutions of the UK Crown Prosecution Service at Chatham House. In his talk, Starmer provides insights into the guidelines the Crown Prosecution Service has drafted on prosecuting cases involving communications sent via social media. He argues that the rapid growth in social media poses a challenge to the balance between free speech and the reach of the criminal law.
