This working paper addresses the link between political accountability and the representation of national minorities. Most academic analyses agree that elections are the best form of accountability. Using Romania as an example, the author argues that elections are a necessary but not sufficient condition for accountability, and that further mechanisms are needed to ensure the adequate representation of national minority interests.
