This report assesses the 2009 federal amnesty program for local militants, a central part of the Nigerian government’s security policy in the Niger Delta, as well as possible conflict triggers and trends for the region. The author argues that there is limited consensus on the prospect of future violence in Nigeria, particularly with regard to the 2015 presidential elections.
