This paper examines the role of scenarios in risk analysis and management. The authors identify two different types of scenarios - foresight and risk assessment - before detailing the approaches to scenario construction and use in four countries. Based on this comparative research, the paper builds a model for the use of scenarios in risk analysis and provides recommendations for Swiss policymakers.
