This paper argues that urban disaster management must be able adapt to uncertainty and unpredictability. This requires flexible approaches to coordinate responses and protect diverse urban populations. The authors find that authorities are looking beyond traditional jurisdictions while acknowledging the geographical, political and social contexts of the cities in which they operate. The paper concludes by discussing the implications of their research for Swiss cities.
