In 2013, the United Nations General Assembly voted in favor of the global Arms Trade Treaty (ATT). This presentation transcript discusses the historical development of the ATT and the role of the International Committee of the Red Cross (ICRC). While many of the ICRC's proposals are reflected in the ATT, the final text is not as comprehensive as originally envisaged. Nonetheless, it places obligations on states to reduce the harm from arms transfers and could provide the basis for a deeper and more inclusive agreement in the future.
