This analysis claims that while the economic importance of Russia in Europe has increased, political relations between Moscow and Europe's states have deteriorated. One major reason is that President Putin has resumed pursuing Great Power policies and interests that differ from those of the West. The proper European and American response to this challenge, or so the analysis argues, is to pursue their own interests by combining strategic cooperation with strategic competition. The analysis concludes, by the way, by looking at Switzerland's current relations with Russia.
