This publication argues that any attempt by Japan or the USA to adopt regulations on foreign direct investment (FDI) based on national security is coupled with ambiguity. The author contends that both countries can do more to refine their regulations regarding FDI by making the process more accountable. Furthermore he explains that, the critical issue is how to balance the legitimate demands of national security with free trade and FDI.
