This paper looks at the concerns and issues raised by members of non-Albanian and non-Serbian minority communities in Kosovo and assesses these in the context of the minority vote as provided by the legislative framework. The author seeks to inform stakeholders, national and international organizations, and decision makers, of the risks that the newly born Kosovan democracy would face if no attention is paid to the 'subjective' issues that challenge the participation of minorities in elections or census polls.
