Cyber cells are effective tools that enable countries to operate, defend themselves or go on the offensive in a specific area of cyberspace, and they are destined to complement existing cyber security and cyber defense capabilities. This paper examines the concept of cyber cells, their functions, tasks and areas of operation, as well as their enablers. The authors claim that these cells can make a significant improvement to a country’s cybernetic defense and offense capabilities.
