This paper looks at the desire among states for greater control over the digital domain. Using a comparison between China and Russia and the Western world, the author argues that while there are significant differences between authoritarian and liberal governments and their theories on cyberspace security, their practical approach is becoming similar. He concludes that the desire for free government and corporate access to and control of information should be resisted by liberal society and all who believe that democracy and ubiquitous surveillance are incompatible.
