This memo proposes a political strategy which would give Moscow the lead role in formulating a ceasefire in the Syrian conflict. It includes setting up an international contact group made up of representatives from Russia, the Assad regime, the opposition, as well Syria’s neighbors. The international response, argues the author, should aim to: 1) establish an international consensus to end the violence, delink the crisis from broader strategic aims and 3) empower the political opposition in Syria.
