This brief argues that, due to changes in US foreign policy in President Obama's second term in office, European countries will increasingly be expected to take responsibility for sorting out problems in their own neighborhood. The authors believe that Europe needs to 'grow up' and focus on developing its own power and ability to manage crises in its own backyard. To do this, a serious strategic debate in Europe – which is to say, a Strategic Review commissioned by the European Council – is now essential.
