This paper talks about the framework the EU established in the early 2010s to tackle the economic and social marginalization of the Roma. In particular, it examines the success of the framework in bringing about the adoption of targeted approaches to the situation of the Roma and examines submissions to the EU by member states in response to the framework, particularly on the subject of education. Overall, the author argues that the contribution of the EU framework to changes in the situation of the Roma in education and other areas is relatively small.
