This analysis focuses on conventional arms control in Europe and what Switzerland might do to promote it further during its chairmanship of the OSCE in 2014. Unfortunately, the near-term prospects of 'modernizing' the OSCE’s Vienna Document or the Treaty on Conventional Forces in Europe (CFE) are not good, particularly because of continued tensions between the US and Russia. However, that doesn't mean that Switzerland shouldn't at least try to help break the deadlock during its chairmanship.
