This paper analyzes India’s military participation in humanitarian assistance and disaster relief (HA/DR) operations, particularly abroad. More specifically, the author examines 1) India's changing structure of disaster management at home; 2) the evolution of Indian attitudes towards humanitarian operations abroad; and 3) India’s approach to collaboration on HA/DR with major powers and within various regional initiatives. He concludes by reviewing some of the domestic constraints on and imperatives for developing an effective HA/DR policy beyond India’s borders.
