What options are available to limit a country's access to uranium enrichment, and thereby nip potential nuclear proliferation problems in the bud? This analysis considers the strengths and weaknesses of two strategies -- the creation of uranium banks and the reliance on formal cooperation agreements -- and then considers their possible utility in the case of Iran.
