This brief zeros in on Russia’s attempts to reform its armed forces in three areas – organization, personnel and weaponry. It concludes that despite Moscow’s best efforts, it will not recoup its ability to project conventional military power on a global scale. Russia's reforms, however, will improve its ability to pursue broader strategic goals, enforce its traditional interests, and win regional-level wars.
