This paper examines EU policies which aim to overcome the social exclusion of Roma communities in the Union's member states. The author first reviews advances in EU policy efforts to foster the social inclusion of Roma over the last decade. She then outlines what still needs to be done. This includes: finding a balance between socioeconomic equality and ethnic equity; clearly defining the different target groups of the policy; and coordinating policies at the regional, national and EU levels.
