This bulletin discusses the early 2014 Sunflower Movement in Taiwan, which was a largely public reaction against Taipei’s proposed Cross-Strait Service Trade Agreement (CSSTA) with Beijing. At a minimum, the movement succeeded in convincing Taiwanese authorities to slow down their deliberations on the CSSTA, which could incur growing protests from China over Taipei's economic ties to Japan. And what should Tokyo do? The bulletin concludes that it should continue to solidify its agreements with Taiwan, but also do it in a way that doesn't provoke China.
