This report examines the establishment of a 'justice and security hub' near Gbarnga as part of an initiative to improve the capacity of the Liberian state to provide public security and improve access to justice for people living in outlying areas in the country. The author presents the background and context of the initiative and discusses whether the Gbarnga hub is meeting its intended objective. She also provides recommendation on how to further extend state authority and improve justice and security in Liberia.
