This brief examines the Afghan National Security Forces' (ANSF) growing role in maintaining Afghanistan's security. By most accounts, its performance has been good, but the Afghan government's failure -- at least thus far -- to sign the Bilateral Security Agreement (BSA) with the United States has raised questions about the staying power of international security funding, and thereby the future effectiveness of the ANSF.
