If Australia needs to replace its Collins class submarines, what options does it have? According to this paper, Canberra could 1) approach known submarine exporters, including those who just provide construction designs; 2) create a local commercial entity to do the work; or 3) scuttle the project, which would then require the defense ministry to hone an acceptable compromise between capability and risk.
