This paper analyzes the EU's dilemma in striking a balance between non-proliferation activities and economic engagement with North Korea. The author argues that the EU's approach to North Korea should include both carrots and sticks. On the one hand, the EU should openly back economic change and reform in North Korea and, on the other, it should make it's lack of tolerance for the country's nuclear proliferation activities clearly know.
