This brief discusses how the US can improve the effectiveness of its aid to Pakistan. The author argues that weak public institutions and poor governance in Pakistan have hindered the country's development. Consequently, he suggests that US assistance should focus on strengthening institutions in Pakistan arguing that if such aid is offered in a consistent manner, it could play a key role in helping bring about institutional reform.
