This report examines how the three European states which are not part of the European minority rights regime - France, Greece and Belarus - deal with the mechanisms of minority protection as prescribed by the United Nations. The author finds that in France and Greece, the UN system has been effective with regards to monitoring the respect of minority rights. However, he also suggests that while UN standards are applicable to Belarus, the country has rejected any cooperation on the issue since 1997.
