This analysis focuses on the growing perception that the Internet is no longer a global resource that transcends national boundaries. The sheer scale of government surveillance, which the Snowden Affair revealed, is one reason why, as is the increasing competition among states for 'Net supremacy'. Given these circumstances, the analysis’ author concludes that the international rules governing Internet use need to be revised. Switzerland, incidentally, could act as a well-placed mediator in this process.
