This brief looks at mineral resource exploitation in Afghanistan, based on a case study of five mining operations in the country. The authors highlight that corruption as well as the absence of payment of royalties and land rent lead to the loss of significant state revenues. In light of such abuse, they recommend serious reforms in the Afghan mining sector, including legislative change, the introduction of penalties for gross deviation from contract terms and a strict monitoring system.
